Traveling from Vermont down the East Coast we saw a few "pull-outs", cannot remember where exactly, but looked like places for semi-trucks to pull over and park safely off the roadway. We stopped at one (out of necessity), but didn't stay any longer than necessary to step into rv for a break.
This probably means more interchanges will get more traffic as we look for places to pull off the highway for a driving break and/or "walk around" time. Hopefully the Visitor Centers will not be the next to get the axe.
Likewise we hope that money counters find other places to trim state budgets.

In Virginia it had nothing to do with people being pigs, it was due to the fact that the state was way over budget and trying to get it back in line before his term runs out. They even stopped cutting the grass along the highways, talk about an accident waiting to happen!

I can see more people taking the road less traveled and going thru the little towns. We did a trip from Nashville to Albuquerque and were only on I-40 for maybe 100 miles.

The trucks are starting to park on the ramps in front of the barriers in VA. It's only a matter of time until there's an accident with one pulling out.

What does this mean? They close the rest areas because people don't behave? How are we supposed to behave? Is this a judgmental call or is there some factual data.

People will drive when they can't stay awake, drive because they have to use bathroom and feel stressed, driving and needing a place to get out and walk around to wake up. Accidents waiting to happen.
States need to trim other places not needed or spending to excess.

Louisiana closed most of their rest areas several years ago. It irritates me to no end to drive along the interstates and see someone out beside their car urinating or deficating along side the road. I sure hope that that is not the spot that I have to change a tire or something like that in the future.
Fortunately, with a trailer or motorhome, we have facilities on board to take care of necessities like that. I blame the state more than I do the traveler, since sometimes it is absolutely necessary to get relief.

Rest areas are much more convenient (in most cases) for simple restroom breaks than stopping at a gas station that usually only service one person at a time.
