China in general has lousy quality control and I suspect the bad caps are made there.
The company I worked for before I retired bought a facility in China and getting a quality control plan in place that our customers would approve was a tremendous problem for our quality department.

When Korea first started getting into the manufacturing game they had the same issues.

Hopefully China will get be forced to get it's act together and start producing quality components.

Glad to hear this . I had 3 out 6 capacitors replaced under warranty, but they replaced with the same junk. A year later my TV repairman came to the house and replaced all 6 of them with heavy duty capacitors and no problems since. Nice to know I might get my repair bill cost back.

what are the symptoms of failing capacitors, in flat screen Tv's. Would this be the "flickering" I have read about?

I believe it's a clicking sound that will continue for several seconds.
Possibly as long as a minute before the TV turns on, if then.

Symptoms depend on where the Capacitors are located.

The most common on the Samsung TV are the ones on the Power Board

Symptoms are it takes longer & longer for the TV to power up with the red light on the TV (power on/off button) flashing.

At first it takes a few seconds to power up then slowly as time progress takes longer & longer up to a few minutes. then Finally nothing. I remember I got a on screen message about a error code just before it would not power up at all.
