There are a number of fax software companies out there and some of them are free. You scan the document into your computer and then fax from there. You can also receive with some of them. Just Google it.
Just noticed that with Windows 7 you get fax software installed. You just need a phone line to use.

We have a Canon All-In-One printer/copier/scanner/fax. I've not used the fax feature since I got it. The prior one we had (that died) was used once for a fax. We use the printer/copier/scanner features many times a week. The advantage of the Canon over some of the other ones mentioned is it has individual ink cartridges. On some that have combined cartridges, if you run out of cyan, you have to replace the whole set, even if there is magenta and yellow left. My unit also uses recyclable cartridges, which saves me about 1/2.
So I would suggest getting one with:
1. scan/print/copy/fax.
2. Individual ink cartridges (Y,C,M,K).
3. One that allows the use of recycled cartridges (EPSON does NOT).
You also might look into one that is "wireless" so you can put it near your phone line and not near your computer.

We have a five y/o HP M1319f that uses powder in a drum cartridge, not ink. Last a long time. Reman cartridges are $10-20 depending.........

Recently we bought an Epson Scanner and Printer from Frys Electronics, for $19. It replaced the HP printer we bought a few years ago, for $10... Most of the time these deals are only found if you are signed into Frys for emails. We get a lot of weekly emails that are for things we never use, so just hit delete. The deals we get are well worth the minor fraction of a second it takes to delete them. ;o)
This one also uses 4 separate cartridges.

I bought at Goodwill an older fax machine that uses the wax ribbon. It always works after a long storage.

Used a HP all in one for years and have now switched to a Brother. The cartridges are inexpensive and readily available. Paid $87 for the unit here in Canada and around $12 for the xl black and $17 for a pack of color cartrides. I am sure you could find them on sale cheaper in the US.

Just bought an HP 4500 3in 1 at Staples on sale for $59.00 yesterday. We most of the time just scan and email rather than fax.
