we've stayed at Camp Hatteras the past few years and really like it. The only downside is you have basically a 30 minute drive to restaurants, food shopping, etc.
Ocean Waves just below Rodanthe is our choice. http://oceanwavescampground.com/ Small, Quiet, great sites with concrete pads, just over the dunes to the ocean, across the road is the sound. Not much for kids - if you need that then Hatteras KOA or Hatteras RV Resort is right near by.http://www.camphatteras.com/
If you are not concerned with amenities and want to dry camp Oregon Inlet campground is clean with well spaced campsites. There is free water and a dump station across the highway at the marina.
Camp Hatteras is very nice with many amenities.
The KOA to me is very cramped and no paved sites. They tried to put us in one site where there was no room put out the awning.

We have camped for years at the KOA in Rodanthe with our children and have really had a great time. The manager ran another campground we used to stay at in Maine and he treats the guest great!
Late last summer much of the campground was flooded by the hurricane, however, we fished out there last fall 2011 and they were well on their way to a rehab. We have a long weekend reserved as well the a few days around the 4th!
Even though we like full hookups their mid campground sites with electric and water are great as the entire site is grass!
I moved from there two years ago and the newest campground then was the Refuge between Wancheese and Maneto..they allow year round parking, but not perment living so you don't have the look of a trailer park. They have a lot of big rigs that go there. It's on the sound and close to everything...

With this size of your FW I would highly recommend Camp Hatteras. The sites are the largest on the banks. They have great amenities; nice pool, nice ramp over the dune to the beach, WiFi was great and the staff was very friendly and helpful. Only downside is the price, they are one of the more expensive in the area. We liked Ocean Waves but the sites were very small and the pool was not all that great.

Depending on your veteran status, have you thought of Fort Fisher FAMCAMP? Not quite outer banks but just a couple hundred feet off the ocean--and for $20 a night for full hookups--a really good deal.

Reserve early - sites usually go fast.

We like Ocean Waves too! Like the size of the CG, the 2,000 sq ft pads, a short walk thru the dune to the beach, the owners keep a tidy park here! There are stores and a few casual but good restaurants near by. Happy camping!
