I ran a length of the D.O.T. standard red and white reflective tape across the back of our trailer to improve visability while riding down the road, and it works great. Never thought of trimming the edges, but I like the look.
I got the tape on eBay - it ain't cheap!

I think that tape was meant for the sides of tractor trailers. You should be able to use all of the red tape on the back you want.
That said, the Maryland license plate on the back of my trailer is also a reflector. It is white and I am required by law to have it on there while towing.
Need to look up the FMVSS on this.
On edit: Look at FMVSS-108 S5.7.1.3 a)
You can use that material on the back of a tractor trailer (in fact there are requirements to use it). It is not required on a trailer designed to be lived in.
