Is there an official government website which outlines the exact current requirements for travel in Sonora, Mexico (specifically to Puerto Penasco) from the USA?

Mexican Insurance & Passport. No FMM or vehicle permits required for Rocky Point. It is tougher getting back across the border into the USA than it is to cross into Mexico & going to RP.

Come on down we are in the "Hassle Free Zone" I get a kick out of those signs. get your insurance from www.proalliance.com.mx online or by phone. Some people get an Fmm at the border but nobody will ask you for it here. Semana Santa is over today, the weather is nice and almost swimming temp in the beautiful sea of Cortes' Life is good we will see you soon. It looks like everything is fine out there now that the crowds have departed. Mail to PO Box 742 Lukeville AZ 86341 or email them at rv@sandybeachresorts.net Thats all I have but I guess I could take a drive out there and see if they have a phone out there when I go golfing tomorrow!

Thanks Russ. Can you comment on the new route that can be taken from Hwy 37 south to the Pemex station and then to the beach bypassing the town?

I'm not the Russ guy but was there in feb. try this one

New road. As you enter the town outskirts, turn right at the road to Caborca intersection. turn left at the next stop sign. Bout 3 or 4 miles. It takes you to the traffic circle by the pemex station just outside Sandy Beach Resorts. No more driving through town.
