It isn't just the Feds. Many states are also having revenue shortfall problems due to the slow down in smoking and driving.

To the OP, the writing has been on the wall for quite some time, not just because of the electric vehicles, but also there are several other things pushing the implementation of a mileage type tax. For the last 10 years, the frontrunner has been a gps based system, that will enable taxing not only based on mileage but congestion type taxes that will include time of day, type road etc. Such a system will enable not only the collection of revenue, but it also enables a certain amount of social engineering along the roads of where and when people drive. My own guess is that a bill implementing such a system will pass within the next five years or so, and then it will take several years to be implemented.

Our local water Co did the samething. They said their equipment was old and they wanted people to conserve water.
The people did what they asked and then the water Co said they were going to go out of business because they were not selling enough water to stay in business. What the what????????
Then they jumped the water rates 100%!!! Yes, 100%!!! They then said they were going to jump another 100% in 2 years!!
Average water bill in 2 years for the town next to mine........Drum roll...........$270/month!!! Glad I have a well.
