Two things
No mention if the air cleaner has been replaced, secondly has the fuel filter at the carb fuel inlet been changed out?
One more thingy, is the power valve metering rods moving free up and down.

stock air cleaner still there,carb inlet filter changed and metering rods seem to be free,I beleive the air pump has been removed but could the check valves still be in place on the exhaust manifolds?

Symptom-some type of smoke entering the air filter.Cause could be faulty PCV valve or plumbing,replace the PCV valve and inspect the hoses.
Symptom- engine lacks power with air cleaner in place and runs better with it off.Cause could be the thermal diverter valve located in the snorkle tube of the air cleaner.It is a thermal activated valve that is designed to divert hot air from around the exhaust manifold into the carb until the engine warms up.If faulty,you get hot air all the time and restricted airflow. Have it tested and repaired if faulty.

Check the distributor. If it has an old style mechanical distributor check to see if there is dirt or oil in the cap. If so the bottom seal is bad allowing blow back which causes shorting problems at high load. If this is the case replace distributor.

If someone replaced the points with a cheap plastic unit they have a tendency to get "soft" at higher rpm due to friction and the gap closes causing loss of power. Also check the advance springs to see if they are weak. This will cause loss of spark, thus power, at higher rpms.

Are you referring to the secondary metering rods or the internal power valve rods, I was referring to in the carburetor. There are two sets of metering rods at play on the rochester quad

DHave you checked for a fuel filter along frame rail? I have one in front of right side rear wheels on frame rail.

Yes changed the fuel filters twce,I didn't tear into the carb yet so I don't know if the internal metering rods are working the secondaries are though. I went through everything today,timing was dead on and was advancing with the throttle ,checked pcv,vaccination line and air cleaner reflector...all fine. The heat riser is not stuck I could move it open and closed by hand but the vacuum cannister and rod even after a 30 min ride stayed in the same position the rod had pressure pushing it out from the cannister,I think its staying closed. I can disconnect the rod and easily move the flap by hand and there is vacuum going to it. I'm just unsure which position is open or closed.
