As long as you haven't removed the existing paint down to the bare surface, I would just paint it after surface prep. There's a pretty good chance (even though I checked, I couldn't find any info) that it's aluminum.
You're going to have to pull up the trip for the painting, so there's likely resulting screw holes that should reveal what material you're working with.
