I know it is a pain, but you can also display a percent symbol by using % which a browser will display as a % symbol. You can try it yourself by copying and pasting % into a forum post.
I have been trying to make a new post all day. No percent symbol or quote marks in it. The message is that the webpage has expired, but I am able to navigate the rest of the forum and to reply to posts with no problem.

Which portal are you trying to use (RV,Net, Woodall's, Trailer Life, etc.)?
Have you tried one of the others?
Note: The RV,Net portal has issues with more than a percent symbol.
