The water pump issue is obviously a leak. But it may be a leak inside the pump. The check valve may be bleeding your pressure backward.
How does one fix that? do they sell a rebuild kit? or is it just a matter of replaceing seals?
They sell kits. But often it is just in need of cleaning.

Can't help with the water heater, but most water pumps have an internal check valve can can go bad or get******lodged in them which will allow the pressure to drop enough to trip the pump on. From my reading here, it looks like some are fairly easy to fix while others require a pump rebuild. You'll just have to figure out what pump you have and which category it falls into.

Here's something you can check. Take a look at our water tank bypass valve and make sure it is not in the bypass position. You could have a tank full of hot water and that's the reason the red light is not on and it won't fire, just no way to reach your faucets if still in bypass position.

Are you at a campsite with hookups? If so it looks like your hot water tank is electric too.
Mine quit this spring - I got the tic-tic-tic everytime I reset the switch, but no gas. Did the same - blew it all out, nothing. I'll be installing a gas valve next week ($85). Hope that fixes it.
