Asking for a friend:

Is there any way to get mobile internet without signing up for any kind of contract with any company?

Some of the pay as you go companies also offer wifi with their smart phones. Other than that you could probably buy outright one of the mifi devices and just turn it on month to month.

Virgin Mobile and Millenicom both have no contract plans.

Virgin at www.virginmobileusa.com uses Sprint towers, and has no setup fee. Good if you are in a strong Sprint area.

Millenicom at www.millenicom.com uses Verizon or Sprint, depending which of their plans you use. They do have a setup fee each time you implement them.

Not positive, but I think a person can buy an iPad with Verizon capability and then sign up month-to-month with Verizon.

Verizon has various plans that are not contracts, some better than others. You can either buy a MiFi device or a USB key.

However I think Millenicom is the best deal from what I've seen.

If you only want cell phone data access, look into Page Plus Cellular. Effective June 6th,2012 their Fifty-five plan will be increased to unlimited voice and texting, plus 2GB of data.(currently only 1 GB data). No extra taxes, no setup fee, no contract, just bring your own Verizon phone (no iPhones allowed though).

I've been using them for years. Much better pricing than the other "no contradt" plans and they use Verizon towers.

Is there any catch to this plan? Martha's 450 min, no text, 4gb data costs $77/mo w/ fees. She has 17 months left on contract. Never even hits 1 gb usage/mo.

Are there roaming charges? Why does Verizon sell so cheap to PPC?

If you get out of the real Verizon area and make a call, it warns you. You can still call, but there is a nominal fee. I only found this once, near Elizabethtown KY. Nothing is perfect, but this has saved me a lot of money over the past couple years. I sometimes even use their smaller plans. Everyone has to evaluate their personal ussage and see what's the best for them.
