Delam isn't as a bad as I thought it would be, but the fact the bolts show rust throughout the length is concerning. Have you pulled the hinge back to see how things look inside the bolt hole? Obviously need new bolts, gasket idea may help but I'd also fill the holes with silicone or something to prevent further leaks, but leaving the bolts out may help things to dry out if they are still damp.
Does make me wonder if the water is getting in from above and working its way down the door on the inside.

I did pull the hinges and the whole bar assembly holding the hinges. I then dried out the holes. I then used a tube Blue RTV gasket maker and put it on every hinge where it touches the skin and around all 3 bolt holes. I am then going to caulk around all hinges and the bottom metal door frame.
I am with you on the water coming from above so my next step is removing the two clasp holders that secure the 2 locking bars on each side of the door, this could be another area that water can get in. After that I have looked over the whole top of the door and I don't see anywhere that water could get in around the metal frame.
I'm trying to figure out a good way to do a water leak test with a hose.
Sounds like your heading in the right direction with all the steps your taking.
Might put a sprinkler up on a ladder a few feet from the back and see how it goes. Rain can be a real challenge and if you spray directly you may force it in where it normally wouldn't.
