Are you running it on gas or electric? Is the tank full of water? If gas have you purged the air out of the lines(turn on stove)? Try cleaning the burner tube, maybe spider webs.

Are you sure the water heater is full? You say that the water is running cold, but if the heater is still in its winter bypass mode, the hot water faucets will run cold water and the heater will never fill.

Double check by activating the pressure relief valve. If you get water running out of it, the heater is full and you can then move on to what ever else your problem may be.

Try running some water out the T/P valve. If it's hot, you've got the winterizing valves set wrong, or.

Thank you for your replies! To answer some of your questions, I'm running it on gas, cleaned tube, turned on stove(works!), refer. Set on gas(working,), filled tank(steady water through faucets),opened release valve(water coming out). Hopefully I answered your questions OK!

Did this water heater EVER work for you? We don't know if you bought it this way or if it's a recent development.

For instance, I had an RV with a similar vintage water heater. It wouldn't stay on over 4 or 5 minutes. The problem was a lack of venting. You can check this easily by allowing the door to be open an inch or so by putting a stick in the loop of the catch. I solved the problem but won't go into details since that probably isn't the same situation you have.
