No, that is considered one of the following:

A.) Bed-bug
B.) Bug-A-Boo
C.) MiniHome

Which were various groups that either sold kits or made those tiny bug motorhomes.

As terribly underpowered as those things were (I had a '66 VW bus), I can't imagine how that thing could climb any sort of grade.

Talk about something that isn't very usefull. At least the older VW bus have a reduction gears on the transaxle. Maybe this does too.

Yes a TC that is owned by someone with far too much euro/redneck time on their hands.
