After returning from a camping trip last Friday, I tried to get the propane cylinder (permanently attached) refilled, the gauge was reading about 1/3 tank, water heater has been on for 8 weeks, fridge while travelling and at least 4 nights of furnace use, plus some cooking.
They could only put in $4.00 worth of propane (5 litres, our way of measuring), before it indicated full, coming out overflow. The gauge still reads 1/3.
My question is, could the ambient air temperature 41c about 100 degrees, be the reason they could not add anymore propane to the tank?

Temperature should not cause that problem. I would suspect first an operator who didn't know what he is doing. I suggest that you try a second propane supplier but you might be wise to do so at a propane dealer who also has a service department. The other thing is that it could also be a problem with the gauge, which is a mechanical float type, but that is not likely based upon the usage that you report.
The propane in the tank which floats the gauge is in liquid form and while the outside temperature could influence the pressure inside of the tank a small amount, it would not change the level of the liquid significantly.

Did you observe the filling operation? Just wondering what came out of the overflow valve - vapor or liquid.

It appeared to be a vapour to me, but she would not try any more.
I will wait a while longer and then go back. Finding another dealer is not the best option, next one is 40 miles one way. Ontario gov't has put a lot of propane refill stations out of business with new regulations and inspections, google Sunrise Propane explosion Toronto.

Vapor will come out anytime you open bled screw......tank isn't full until liquid comes out.
Attendant needs to get better trained...all the regs/restrictions/inspections won't stop poorly trained operators

I believe most "made in vehicle" LP tanks have a shut off incorporated into the fill valve...the bleed is just an added safety precaution. I know mine when being filled has an audible "click" and stops taking LP..the click occurs right at same time the bleed begins to push liquid.

The bleeder valve is the intended tank full indicating device, with the OPD (Overfill Prevention Device) as a safety backup. The technical name for the bleeder is the "Fixed Liquid Level Gauge".

I forget how but something about the gauge needle being connected to the gauge float with a magnet and can be off.
Maybe someone will post how or try doing a search on LP gauge.

use what you got till next fill up.. if the gauge is falulty and out of calibration you will get the same results on fill up.
my gauge reads one half at full tank so i live with it.... its a pain to replace.
on my float. there are bevel gears that may have slipped a tooth or two..
not worth the effort to replace.
i refill every trip.... when my gauge indicates empty i still have several gallons.
when u play in the sand .... you can get stuck

Could be, propane vapor pressure vs temp, if their pump is inadequate.
I had something similar happen at Yellowstone, 58 gallon tank, Chevy S-10.
The first filler hooked up, turned on the pump and their lines filled, the tank was not accepting propane. Second filler hooked up and was able to fill my tank.
