I have a tracfone phone also. When I went to Canada a few years ago I didn't have cell service. When I came home I did some tracfone research and found they do provide international service. I have not needed it so I haven't sign up, don't know how it works. The number to call is tracfone at 1-800-706-3839.

The Tracfone 'International Service' is only a service to allow you to dial out to other countries (you have a dial a special number and then can dial out to other countries). Officially Tracfone does not support any roaming and if you have a GSM phone with them (model number ends with G) you will not get any service in Canada however if you have a CDMA phone, you do get roaming in at least some parts of Canada (although I believe their official policy is that if you roam, they'll terminate your service) (see section 11 of their terms and condition http://www.tracfone.com/includes/content/popup/terms_conditions.jsp
You can stop at a Loblaws or Atlantic Superstore and pick up a PC Mobile phone. I had one for a couple of years before I broke down and got a smart phone through my cable provider at 3 times the price.
