I've noticed on our last trip (a couple of days ago) that my black water did not completely drain when I was at the dump. I let it drain for at least 15 minutes before closing the tank and opening the grey water. I went the the RV shop for some cleaner and it seems to have broken everything down when I checked the gauges which read empty. After looking down the drain I noticed that it was still at a high level (this was after we returned home). My plan is to go to the storage spot to dump again and with any luck it will clear out.
Has anyone experienced this same problem? Please I need all the help or suggestions I can get.

You need to put the Happy Camper in the tank so that it will be clean when you dump. What is happening the tissue and waste is still in the tank and are sticking to the inside walls of the holding tank. Happy Camper turns all solids and paper back to water. I use it all the time, order it through goggle.

Forget the gauge. Are you using enough water when taking a dump?

Are you using a hose (down the toilet) or an internal tank sprayer to wash out the tank???
When you pull up to the dump, is your tank FULL?? It would help to pull the solids from the bottom of the tank if your tank was FULL. There's a vent to the roof from a pipe in your black tank. When you pull the black valve, it needs air so it will suck air anyway it can. If the vent is clogged, you won't get a good suction and some solids are likely to stay in the bottom of the tank.
And make sure your toilet AND YOUR BATHROOM SINK has some water in it when you pull the black tank valve. That ensures that the air will come from the vent.
When the tank is done draining, CLOSE the black valve and put water into the tank. A hose into the toilet from the outside works good if you don't have an internal sprayer then you just put a hose with a toilet sprayer into the tank via the toilet while you put your foot on the flushing lever. (Shut your fresh water pump off.) It's my personal preferance to pour a cup of 3X HE laundry soap into the tank at this point and let that get swirled around the tank. Don't be worried about putting too much water into the tank for this.
Don't walk away when you are doing this step either.
Then pull the black tank valve as you continue to spray water into the black tank. If you have a clear plastic connection to your sewer hose, it helps to see when the water is running clear from the black tank down the sewer. Oce it's clean, shut the black valve and put about 5 gallons (or more) of water into your black tank. You don't want your black tank to dry out.
Be sure you close your black tank valve before you open the gray valve to flush your hose.
Don't ever open your gray and black valves at the same time.

Water is your friend when it comes to black tank & toilet activities.
Hopefully you are NOT leaving your black tank drain valve open when connected to CG hook-up.
When using toilet paper the toilet bowl really needs a good volume of water in it prior to flushing so that the TP & stuff is carried down and into tank and not just dropped into tank at toilet line.
Maybe the sloshing around on your drive home as dislodged any piling and you will be able to dump contents.
Get a clear adapter so you can see the volume, how fast it flows and when it stops.
While dumping......run water into tank via rinse system (if you have one), via a flush wand down toilet, 5 gallon bucket of water dumped down toilet........some way/how get water flowing thru tank while dumping to help carry solids out.
Then after dumping........fill/drain until you see clear water flowing thru the clear adapter.
Always add couple gallons of water back into tank after dumping so tank bottom stays wet.....don't want anything drying out in tank and causing problems.
Water, water, water......RV toilets and water.

Wondered that too.Always dump black, open grey for a bit, close grey, let black drain then close and open grey to finish.

Dumping gray tanks after black helps clean out the hose. The more full the tanks are when dumping the better the flow rate and the better the evacuating of the tanks; especially black.
If all valves are open at the same time there is a possibility that black `stuff' will back up into the gray tank(s). No really good way to clean them if that happens.

Not an A but I watched a lady in a TT in the site next to me fighting the same problem for hours. She'd pull the dump valve, go back in and same thing toilet still topped off.
Turned out the labels on her valves where put on backwards from the factory!! She's dumping away pulling on the black tank valve and all she was doing was draining the gray!
