I know it's not tape or white but have you considered automotive seam sealer. Very durable strong and long lasting.

Check with Hibbard iron works on Aberdeen in Newport news. Very doable have seen it many times.

When you changed water filter you may have put one way valve in backwards, I have done it and when I turned pump on water came out of city fill.

Weather or not you believe it is the water or the bottle, emergency management stations that maintain bottled water for emergency situations must discard and replenish upon expiration dates. That being said I keep water in my tank year round and only refresh if more than 4 months.

Bottled water will not last forever, it has expiration dates on it.

Leave it in place, get a self tapping metal screw, pre drill small hole close to the old mounting point and reinstall.
