Call Tucson's social service department and explain the situation. Ask them what can and should be done. They will help you get correct answers to your questions.
Sorry about your friend's condition but chances are that several of us will personally experienced something similar.

I use a Ridgid 18v Jobsite Blower. It is absolutely excellent. I just got done clearing leaves and pine needles and twigs off a driveway. It ran continuously for 30+ minutes and the 4AH battery was still going strong.
If bought at Home Depot, it comes with a TRUE lifetime warranty on both blower and battery. For non-commercial use, if either one fails, they will repair or replace it free forever. They even pay shipping in both directions.

I believe that your idea of mounting solar panels to the side of your RV is basically sound. Solar panels are relatively heavy and wind loads can be significant. Personally, I would not trust J brackets. I would use heavy brass or stainless steel continuous hinges.
