Are there Vin #'s on TC's??? Do they (TC's) require State Registration??? If you buy one off the street how do you prove ownership???

It's a STATE matter so it all depends on which state you live in.

for registration questions you need to contact your local license place. states vary on if they have to registered and licensed or not. in washington state they are registered and licensed.

If you're talking about the 17 digit VIN like a car, motorcycle, or trailer has, then no. Truck campers are not vehicles as far as DOT/NHTSA are concerned and will not have a VIN.
Manufacturers do assign serial numbers to each unit they build however, and they can take just about any form as far as alpha/numeric/length etc. After all, the manufacturer has to have some way to keep track of each unit for warranty and service reasons.
Typically, a new truck camper will come with a "Manufacturers Statement of Origin", or something similar. Some states will then issue you a title, particularly if there is a lien against it. Some states register and tag truck campers, or assess them as personal property, strictly for the revenue they can collect from them.

At the minimum I would print out a blank "bill of sale" and have the seller fill it out.

back on topic, they just have serial numbers. In CA they are property and are not registered with the DMV

mine also only has the serial#. that is what i gave gieco for the insurance info. they asked for a VIN and i told them there is only the serial number. its worked fine for them every since.
