Take them to most any of the exchange places and swap them. The LPG supplier will certify them, fill them, and send them back out. If the exchange place lets you do it, check the dates on the ones you get, some are new or nearly new.

You get shafted a little because you get 15# in a 20# bottle but the newer bottle is otherwise free.

That’s BS. I would not let them get away with that without some noise. Courteous at first, of course. If no satisfaction, the BBB, Chamber of Commerce, Trailer Life and whatever else I could think of.
But I’m retired, and have the time.
Also, some times a point has to be made.

if they are 20 lb'ers you can trade them in at wal mart for newer ones and they will be filled

It's WRONG but if you go back to the dealer...it's because you want to give them heck...not because there is any advantage to you.

As mentioned, it's cheap to re-certify them and even if you buy new, it's probably cheaper than your time and effort going after the dealer.

At most, I might give a quick call to the dealer (being polite) and explain the situation...see what they say. If they offer you new tanks, great but if they don't I wouldn't waste any more time on it.

Where was the trailer parked between dealer and propane store? No more than tanks cost retail I can not imagine a dealer messing with used.

Since he was quoted a high price for replacement, perhaps they are 30lb bottles which cannot be exchanged.

I had a couple of 20# tanks re-certfied and an old 10# tank re-valved and re-certified.
