In October, we’re renting a Cruise America large RV which I think is a Four Winds 28A.

I noticed that they allow towing up to 2500 pounds. However, these RVs are rated for 5000 pounds, right?

Most likely the hitch is rated for 5000 pounds, possibly as much as 7500 pounds. Obviously the rental agreement takes priority over whatever the technical limitations of the chassis are when it is more restrictive. For towing a trailer, the tongue weight (and resulting weight on the rear axle) must be considered besides just the hitch rating; for towing a car on a dolly or four wheels down, that's not really a concern as the tongue weight is negligible.

What’s the max in the rental state before trailer/toad brakes are required?

Their website seems pretty clear on this, so regardless of what the unit is actually capable of towing, the weight limit is 2,500 lbs and you're signing a document that asserts that you won't tow more than that.

That weight limit is so low that it seems that they only want people to tow a lightweight boat or ORV or something like that, and don't want to allow car towing.

Quote:

We do allow towing with all sizes of our motorhomes. Towing is not allowed with Truck Campers. The motorhomes are only equipped with a receiver hitch, so you would need to provide your own tow bar. No towing apparatus or hook-up services are provided under any circumstances. Customer must declare intention to tow prior to departure and warrant that towing weight is within 2,500 lb. tow weight restrictions. A $25 per night towing charge will be imposed. Cruise America provides no collision or liability coverage for damage to the towed object or for third- party injury inflicted by the towed object, under any circumstances.

As rlw999 pointed out it is Cruise America that sets the limit.

A discussion about this on the Buying a Former Rental thread may be of interest to you This Post and the following ones will answer your questions.

Hey...as long as the ball and the hitch lock together it's safe for towing, right?

According to Thor brochures, it depends on the year. From what I've found for Four Wind 28As, years 2006 to 2014 have 5000 pound hitches & 2015+ have 8,000 pound.

So the current lot of Cruise America rentals should be 8,000-pound capable.

Not really. It's mostly about the weight capacity of a 23A hitch:

Hitch on 2008 Majestic 23A?
I was very happy to see the hitch until I took a closer look.
This will not carry my motorcycle, Max Tongue Weight 200 lbs.

I asked about towing capacity -- two different animals.

However, the label on the obsolete Putnam hitch gives away the towing capacity . . .

Plus, you can check the Receiver Size to determine the Class rating.

I can tell you that when you buy one of their previous rental 28a RVs, the hitch says 5000lbs (2015 model).

The 2500lbs in the rental paperwork is because they don't want people towing much of anything with their RVs.
