Can’t help you with that. I’m not American and don’t follow the politics. We lived on and off in California for 17 years so am familiar with that area only. Well, that and some military time in Texas, but that was only a few months.

The chance of current POTUS, CA or WA gov getting rid of fossil fuels anytime soon is a real fat chance. The world as a whole is too dependent on fossil fuels to be rid of them in the next 13 years until 2035.
Heck, both states have been trying to get rid of copper based bottom paint for boats by 2020. Less than 10% of bottom paint is copper free where I work. Yes percentage is getting higher for copper free. Percentages lower in copper. But at the moment, copper is still the best pesticide for salt water use. The options are not safer yet for the environment.
We're probably 2 decades before EVs can claim they've made significant headway. For me, realistically, I may be close to calling driving quits by then. Better to sit back and relax, deal with other issues that frankly effect me more than EVs will.

Calif is looking to expand to eliminate Diesel Semis by 2040. Still in the writing stage, but don't say never with them.
