Here we go again possibly. This doesn't make a whole lot of sense when you consider the cost and 11000 deaths as a percentage of the total population is @ 0.0032835820895522%.
From what I see every day driving @ 2200 miles a week, a system that prevents cell phone use would make a lot of sense.

At this point, cell phone use while driving is a bigger danger than drinking and driving!

Well the technology to make cell phone use in vehicles has been around for at least ten years. That is Bluetooth connection to the audio system.
It totally amazes me that the number of people with newer cars that are driving around with phone to their ear, when they could make a call or send a text with pushing one button on the steering wheel.

Seems to me they should either be spending money on self driving vehicles or breathalizers, but not both. What will be the backup when it quits in Death Valley, will the outside sensors allow you to touch your nose and walk a straight line. Me thinks shortening the federal work week to 5 hrs would be nice.

It makes more sense that most of their rules. I am tired of the excuse for seatbelt laws is that you need them because some other people drive stupidly.

In 2010 there was an estimated cost of $44 billion from alcohol-impaired crashes.
NHTSA
DUI crashes don’t just cause deaths they also cause injuries.

I wonder, if a driver has very recently used hand sanitizer, would that be a problem?
BTW, when it comes to cell phones, even though I have a Bluetooth connection to my phone in my vehicle, I don't bother answering a call when driving. The reason: I have a small device stuck to my dashboard, supplied by my car Insurance company, that lets them know my speed, how many miles I've driven and if I'm using my phone while driving. And how many crashes happen because people suck at driving? Perhaps a detector that can tell if the driver is a moron could be developed?

When someone invents an electronic to detect stupid we can discuss adding it to an auto.
In the mean time there is a device that can detect if someone is going to do something stupid by driving impaired. While it’s not all moronic actions behind the wheel, it could be one less.
“It is my god given right (and the guy next to me) to drive my car drunk; the government can punish me (or the guy next to me) after I’m driving. But no way am I going to allow the government from stopping me (or the guy next to me) from driving drunk”
